What constitutes a home purchase by the IRS’s definition?
There is an $8,000 tax credit available for first time home buyers, but Form 5405 doesn’t say anything about what is considered a purchase. Specifically I’m wondering about seller financing transactions such as an Agreement for Sale aka land contract, contract for deed, etc., in which the buyer gets equitable title but the seller maintains legal title until the loan is paid off. Is that considered a sale? Is there a definition anywhere?
I would ask the IRS since it may depend upon all the details. According to IRS Publication 544 “A sale is a transfer of property for money or a mortgage, note, or other promise to pay money.” It does not say it is not a sale until you get clear deed or title.
If you buy land on contract and that contract is recorded at the county, the seller is transferring possession to you, and you are listed on the property tax bill, so I would consider that a sale, and so would the IRS for income tax purposes (capital gain for seller). Although, according to IRS Pub 537 about installment sales, the seller could either take the capital gain the year of the sale or over subsequent years when principal payments are made, plus interest income when that is paid.

I’m on academic probation with limited credit hours per semester…?
So I’ve been placed on academic probation at my college and got an email saying that I could only take a max of 14 cred. hours this semester. However, I tried registering for another class and it allowed me. I’m on 16 credit hours now.
So, my question is:
Has anybody been on probation with restricted hours but decided to take more hours anyways?? If I do continue with the another class, do you think they’ll drop it without my knowing? Just curious what you guys would do in this situation.

I have never been on academic probation and I am the sort to try to take as many classes as possible, but in your particular situation I wouldn’t try to keep the 16 credit hours.
Partly because I’d want to show that I was going along with the program (because later on if I wanted any kind of consideration I’d want them to be able to see me as a good citizen of the college) and partly because if someone did come along and double-check (and at schools with computer systems that don’t block people from enrolling in classes they’re not supposed to take sometimes it is someone’s job to go through and double-check — the blogger Rudbeckia Hirta used to post about her experiences taking people out of math classes if they hadn’t passed the prerequisites, to give you one example) I wouldn’t be able to count on them disenrolling me from the class I least wanted. I don’t like that kind of lack of control.
In addition, depending on what had happened that landed me on academic probation, the rule limiting a student to 14 or fewer credit hours might be a really good one for me. One of the reasons some people end up doing poorly in their classes is that they’ve got too much on their plates. Obviously I don’t know whether that applies in this case.

2008 first time home buyers credit and foreclosure. am I screwed?
Purchased a house in may of 2008. claimed the $7500 on our taxes. home is being foreclosed on this year, 2011. I am moving out of state for work. Do I have to repay the credit since the house is no longer my primary residence or am I safe as long as the foreclosure goes through in 2011? The house has been my primary residence for the majority of days in 2011. Are the exact dates of move out vs foreclosure sale relevant or just events within a given tax year relevant? Any suggestions about what I can do to avoid having to repay? Might it work to have my wife and child stay in the house here and me to rent a room out of state until the sale goes through? Tax Lady, we can move out when the foreclosure process begins or when the house is sold at auction by the bank? According to Chase Bank, the foreclosure is in process and it’s been assigned to their atty but there is no auction date set as of yet.

In the last decade rating-based models have become very popular in credit risk management. These systems use the rating of a company as the decisive variable to evaluate the default risk of a bond or loan. The popularity is due to the straightforwardness of the approach, and to the upcoming new capital accord (Basel II), which allows banks to base their capital requirements on internal as well as external rating systems. Because of this, sophisticated credit risk models are being developed or demanded by banks to assess the risk of their credit portfolio better by recognizing the different underlying sources of risk. As a consequence, not only default probabilities for certain rating categories but also the probabilities of moving from one rating state to another are important issues in such models for risk management and pricing. It is widely accepted that rating migrations and default probabilities show significant variations through time due to macroeconomics conditions or the business cycle. These changes in migration behavior may have a substantial impact on the value-at-risk (VAR) of a credit portfolio or the prices of credit derivatives such as collateralized debt obligations (D+CDOs). Any analysis of health financing issues has to begin with sound estimates of the level and flow of resources in a health system, including total levels of spending, the sources of health expenditures, the uses of funds in terms of services purchased, and in terms of who purchases them. The analysis should also aim at understanding how these resource flows are correlated with health system outcomes, including those of improving health, reducing health inequalities, and reducing the incidence of catastrophic health expenditure. National Health Accounts (NHA) provide a framework to collect, compile, and analyze such data on all types of health spending in a country?and so create a robust evidence base for policy making.Although NHA data delineate the key financial metrics of a health system, the collection of these data have not been institutionalized in most developing countries. The root problems are often the same: insufficient resources to collect, collate, analyze and produce information on spending; poor development of health and other information systems; low levels of local capacity to interpret information to meet policy needs; and inadequate demand for data within countries. Furthermore, in many low- and middle-income countries, NHA activities have been conducted as ad hoc, donor-driven initiatives. Since 2008, the World Bank has been coordinating a global initiative to identify bottlenecks to the institutionalization of NHA, and to learn lessons in countries at different stages on the journey towards this institutionalization. The focus has been less on the production of NHA and more on its relevance as a tool to enable policy makers develop and implement evidence-based decisions, and better measure the impact of health reforms, especially those related to health financing.
